Sir,
I have the honour to submit to Your Excellency
a recommendation that the Attomey-General be raised to the
rank of King's Counsel.
Mr. Kemp has discharged the duties of his office for four years, during a period of unexampled
difficulty, and with marked ability. His work, combined with
the fact that he is the leader of the Bar in this Colony,
affords him I think a fitting claim to be of His Majesty's
Counsel.
I invite Your Excellency to address the
Secretary of State in support of this recommendation.
